Ciaphas wasn't on his way to hell when he gave the prophecy. Jesus hadn't died yet so you can't say he wasn't born again At that time because nobody was. Yes he went the wrong way when he rejected Christ. They saw the miracles but didn't want to lose their positions and status so they sought to kill Jesus. At this point you could say that he was hell bound

@KJB1611Baptist OK you are right. I've read John many many times and just from my memory I thought he was reminding them that he had prophesied to the fact and it was past tense but it wasn't.
