If the Singaporean Goverment is really serious about wanting couples to have more Children. Sizes of HDB flats have to be increased. The current sizes of BTOs are TOO CRAMP and living in small spaces causes frustrations & quarrels due to the lack of space & privacy amongst family members. Having Three to Four kids is the Gold standard. It’s not overly excessive and it ensures that your offsprings have sufficient Close siblings to turn to when the going gets tough. That said, the backdrop must FIRST be to allocate resources fairly amongst them in the Growing up years so that would be no favoritism or resentment between them.
