Everything you have done you have done well. In testing your cutter have you found some trailing edge interference with cut? Rubbing of bottom edge of insert creating chatter and rough cut with eventual stress on insert causing loosening of insert or breakdown of screw? Some additional relief may be required by positioning leading edge of cutter insert behind center line of tool holder along plane of axis of cut. Your ER collet block indexing fixture is a fine design and nicely done.

very good try , but, it will not work,because you are not given 1.insert clearance angle for proper sitting(pocket is missing) 2.so that will create cutting load & create cutter body damage,then will insert rotation will (play )start.
Why will it not work? I made one of these about four years ago and it works fine. Much cheaper to put in a new insert now and again rather than buy a new commercial cutter, or even worse try to re-sharpen a commercial cutter.
I like your method of marking the insert retention screw. That's pretty smart.

This is not a cutter with an insert. This is a cutter with TWO inserts.
