Like he was clearly NOT INTENDING TO KILL JUNKO. He wasn’t even intent on detaining her. He was intent on getting Nitarai out alive and Chiaki fucked up by announcing her presence before being in a position to get Nitarai out. Junko would’ve greeted Chiaki if she saw her.
Junko still outsmarted him though, she played games until Kamukura came. I don't think she would surrend to him, just because she doesn't care about anything at all, she has Mukuro on her side, that would 100% continue Junko's path. I think if Chiaki understood his act, Junko would try to put her in danger for Nagito to leave his act and give up.
I love Nagito, but his biggest weakness is he talks so damn much. Like he could of end all this shit if he just killed her on spot and just the timing was his biggest enemy

This is gonna be pure speculation but, in the OVA it shows that Nagito had a close relationship with both kazuwichi and fuyuhiko so he could've asked fuyuhiko and then in turn had peko follow makuro but again I'm just reaching here.
a interesting titbit of how nagito and makotos luck differentiate. makotos luck stems from stacking unlikely coincidences. creating the best outcome for him. which even with junko's ultra analysis can't predict. with his luck there is no way to tell what information is relevant. nagito on the hand is based on a luck scale. it's somewhat unpredictable in what happens, but it's easy to tell when it happens. his luck keeps switching from good to bad. so the more good luck he gets the more bad luck he experience an vice versa. which is why he is obsessed with having despair first so that hope can over take it. he can intentionally increase the power of his good luck by having himself experience bad stuff intentionally. like Russian roulette with 5 bullets. or literal stabbing and killing himself. the more he suffered the more good luck he gets. and vice versa.
My interpretation is that Makoto's luck has a purpose, while Nagito's is just that: luck. Makoto's luck kicks in exactly when he needs it too, but it never gets in the way or outright solves things for him. On the other hand Nagito could pretty much shoot the moon down if he tried. I mean ch5 is propf enough that he just needs to want something and it happens: what he wanted was for hope to carry on and he thought that Chiaki was the hope, when it was the other way around. That's what I think anyway

Perhaps the reason that Nagito can sense she's a despair is because he's just obsessed with hope just as she is obsessed with despair, they're like magnets that oppose each other, while Makoto in the other hand is hope itself, he just like everyone and doesn't immediately think the worst of them, instead he looks for their good points and HOPE they're good
