Killing squids in the hard mines on the first few floors yields the best chance ive seen to get a perfect ice rod. on use its absolutely busted.
That is unreal I am realizing that the time in between casts and length of freeze is what can be rerolled his mind!!

the ice rod is not specific, it can drop from every monster or at least a lot of them. i got it from blue slimes on levels 50 at normal mines
