    suppose if an employee draws monthly 40,000 without any deductions, and want to purchase a house of 70lacs.

      Answer 1: some builders accept full white and some builders don't.
      Answer 2: construction quality can be checked by using other known builders.
      Answer 3: no local problems in this locations. Just check documentation properly.

      For cash transaction, cash receipt can be maintained. Or mention amount as cash in agreement. Even for 50 lakhs loan, 12.5 lakhs margin transaction should be sent through online only.
