There are some issues you didn't highlight like water level in Teesta river is all time low compared to previous years. It is lifeline of northern Bengal because of drinking water. North Bengal get all it's drinking water from Teesta river. China is the problem here. If you talk about ganga treaty then it is also crucial for Bengal because of kolkata port. Let's see how it goes.
