Admiral Richard Promotion Ceremony

U.S. Navy Vice Adm. Charles “Chas” A. Richard, incoming commander of U.S. Strategic Command (USSTRATCOM), is promoted to Admiral during a promotion ceremony at Offutt Air Force Base, Neb., Nov. 18, 2019. Richard previously served as the commander of Submarine Forces; commander of Submarine Force Atlantic and commander of Allied Submarine Command at Naval Station Norfolk, Va.
