You can pause production on your tilery to up your sand quantities. You can also use the Horreum panel to manage and navigate to production buildings at a glance.

Swamps require a building called a pumping station. I don't remember the exact conditions of getting it, but it does require medieval age so you've met that requirement but may need to upgrade your medieval city centre.

It's to do with scoring on a specific culture tree or something potentially. No idea yet tho

I think the game wants you to acquire ruins too. Thus making the cost go up to deter you from keeping all your buildings through all the ages.
