I would use a shop vac first. Then allow the glue to absorb un-captured dust particles and allow the self leveling cement to bond to floor. However apply self leveling cement after glue is somewhat tacky.
For a basement which has been previously flooded - the floor has river silt from over 30+ years. What methods would you use to effectively clean the concrete? Shop vac, brushing / sweeping don't seem to get it clean enough for good sealing. Thank you
Use a concrete cleaner then wet vac. Remember to take the cloth filter out of the wet vac and only use the mesh filter for water. Hopefully this helps. Let me know how you made out.

This resurfacing job can last 20-30 years. As long as there's no water issues causing the base floor to shift or settle.
