Haiti has been struggling financially for some time due to the payment s they were required to pay to France after they won the wars to end slavery, the country has not had the money to expand the roads.

Yes, Haiti is a country of extreme contrasts - it's something that a lot of people struggle with seeing. Port-au-Prince is a very crowded and busy city, but I wouldn't call it a mess. If you want peace and quiet, the country side is great, or head up into the mountains above Port-au-Prince. It's gorgeous up there, and the views are amazing.
