touge means mountain pass or road or something like that. There is no police on the mountains, at least not where I live. If there are indeed police, just go to a remote mountaint and look for a good spot. The only limit is your time and gasoline, but if you truly like touge racing, you will find both the money and spare time to do it. Good luck on the streets
