Someone modified the controller so they could cheat. That's what I did. I ran a wire from one button to the other. So pressing one run button registered as pressing both run buttons.
I'm going with something physically stuck in the switch. (Grit or, as you suggested, soda)

My guess was a cracked or dried out conductive rubber pad. I see I was wrong. Not the first time. 🙂
