This slightly higher number can also be explained by the fact that end portal chunks are more likely to be generated by players searching for it (using eyes or leaked active seed).
So when the seed is changed, already loaded portals stay where they are, but unloaded chunks that should not have contained portals can now have one, making the theoritical maximum amount of portal higher.

If chunks were loaded completly randomly the number of portals would have stayed around 125-130, but because end portals are likelier to be searched by players (for example if they have the seed before it has been reset), the statistic is higher

Good points! I don't think we'll ever see 17+ portals found on a single "map" (specific seed and version) again given that no more new chunks will spawn below exisitng chunks as in 1.18.
