I just replaced one of these gear covers. It was warped and leaking at the bottom corner by the water pump,,where they usually are prone to go. I always get nervous after making a big repair like this when it's time to start it up...praying for all to go well after that much time invested😅😅
This job can get so expensive until it's actually worth getting an inframe even if the motor is really not due for one! I have the same problem but not as bad..
Get rid of that scissor gear if you still have the motor apart. They eventually start to loosen in time, I bought mine in time. And do not forget the Lock Tite, I think it is the 409 or 904 formula for the cam gears. It is listed in the reassembly instruction in Cummins Quickserve.

This job is a real pain in the ass. Gears are tight
It's a pain in the ass to get that cam idler gear right at .006" before that locktite sets on the cam gear. A race against time
I'll wish it was 2500, I got quoted 19,000 for a "front structure reseal"
Nooooo way!!! Haggai in GA would do it for less than 8 and in duncan ave new jersey 3500
