You do realize that you can change Pokemon just before one of your Pokemon passes out when you're fighting team rocket and it will automatically stop them from attacking for a second or two and then you can simply use potions instead of having to use vital revives.

1. I do think that Niantic are aware of stacking, and it’s unlikely that they will give Rayquaza or any other OP Shadow Pokémon to Giovanni, as it will be unfair to the people who didn’t stack radars with this bug, and as we have seen shadow mewtwo in a shadow raid, it’s likely that they will keep adding meta legendarische there. 2. Regirock isn’t even as bad, as it plays well in Go Battle League.
