There is. In the Japanese version, he kidnapped Ryan/Riki's girlfriend to lure Alex/Kunio out and try to beat him in order to become the new main character for the Kunio-kun franchise. His inferiority to the Dragon Twins is because he is technically a weak character in both persona and fighting skills. How he managed to get all the other bosses and gangs to work under him is unclear, though the Japanese GBA mentioned it was Onizuka/Otis who is the true mastermind.
If unused sprites are anything to go by, Simon/Slick/Yamada was SUPPOSED to have the ESP/"Slick Trick" in the NES version, but for whatever reason it was cut (Along with story scenes, and a proper ending) Maybe he would've actually been a boss befitting this theme, who knows.
@wayne62682 In EX, he has an attack in which he lifts his arms up to his sides. Most of the weapons laying on the ground in the area float in the air and fly at you for a bit.
@CGtubeproductions In the original for NES I don't recall him doing anything but attacking you with a lead pipe and throwing him (but with the Dragon Feet you could spam him the minute he got up and he could never attack). In EX I think he has something that knocks you around, but it's been a while since I've played that.

Slick Trick in EX. He lifts objects and fallen people with telekinesis, and throws them at you or allies.
Only in River City Ransom EX for GBA, I think.
It's cool but the NES and gameboy advance river city ransom are better.
