I really can't decide between Steve Richie and Ike Amadi. Both provide that kind of confident, above-everyone authority in their voice that really fits Shao Kahn, but while Ike's is more upfront about the brutality Shao Kahn revels in, Steve's is a bit more subdued about it. Both equally great in my opinion.
In my opinion, Bob Carter sounded way better during his in-fight dialogue and laughs than his story mode stuff. I’d call him the best if it was just those lines.

MK II and III hands down... when you play the game with surround system... the voice just reverberates throughout the house and it’s just so classic...

Steve sounds like a mystic, unmatched ruler. He exudes confidence. He never needs to raise his voice. His presence is enough. Ike sounds like a leader. A conqueror. A man undefeated on the battlefield that lives only for war. You will follow him or he will come for you once the killing ends. Ike is what the young ruthless Shao is to Steve's triumphant Khan. Together, they are perfect. Two halves of the same coin.
Steve Ritchie can't even get in comparison. He is a legend. Besides that Ike Amandi is my favorite by far! His voice makes Shao Kahn even more terrifying than he already is. Great casting! MK11 is a flawless game from every perspective imo!

I didn't even realize it was the same voice actor for MKSM when I played it because they sound like two different characters. After Armageddon every performance was directed as an low-tone barbarian. The original has a slight accent (Ritchie said he gave him one intentionally) rolls his 'R's and has a slight snarl which is why his "Round" sounds so good, as well as having an echo.
I'm a man who loves when words are churned. Think Vader. ("you are not a jedi yeeeeet" "the powaaah of the dark side") Or Moira if you know overwatch. Ike is good, he's right there but he needs to churn a bit more for me to get there.
MK11 Shao Kahn will stay my favorite by far. I don't know how they can top that. The delivery, the intimidating aura, the drip, the combat, Shao Kahn in MK11 was definitely at his peak.

Steve's voice imbodies what I think Shao Kahn Should be and USED to be. His voice Oozes: Power, Authority, intimidation, and regalness of a millennia old evil Emperor that's become the stuff of nightmares across the realms. But he comes across as subdued in his demeanor yet very sinister... Like, You don't want this guy to get off his throne........ He came across like the Godfather. The Modern Kahn is your typical monsterous, Loud, arrogant, brutal warlord and his looks as well as Ikes voice fits that perfectly. Problem is, these days Shao Kahn has become a joke.... Like Semi-Perfect Cell. Lol Back in MK2 and mk3 of the Midway era, you FEARED facing the final boss and for good reason... After that "YOU WILL DIE MORTAL" you knew it was over with!! And his broken ass proceeded to break YO ass! These days, Kahn isnt really that intimidating Boss anymore. Especially when everyone is just beating him. And he's pretty much everywhere in the story. Like what happened to your minions doing that work?? Real bosses stay in the background and that's what Midway era Kahn did. You didn't see him till it was time to face him... But you heard his sinister voice!! And Steve personified that type of Kahn in his voice and that's why to ME, he's the BEST and Perfect for that Classic Midway look and era of Shao Kahn... I wish they wouldn't have stayed from that concept. Steve came back for Shaolin monks and I thought he did a wonderful job. But it was a seasoned and older classic Kahn voice he did. Still Great! And he was in his classic MK2 costume. I thought MK9 was the closest to resurrecting that era of Khan. But his voice wasnt all that to me. Now he's a big dumb arrogant Brute who gets beat by his step daughter...... His look and voice fits down to a T!
Jeffrey Meek was so underrated as the Kahn! He is one of my favourites along with the great Steve Ritchie of course! Nothing wrong with the modern day voice actors but I prefer the classics!

Michael Des Barres gave Shao Kahn such an odd, unsettlingly gentle voice. It certainly doesn't fit a hulking brute emperor like Shao, but it is a unique twist.

Bob Carter perfectly represents Shao Kahn. He doesn’t sound too much like a brute or like a weak person but a calculating and intelligent conqueror.
To bad the character himself wasn't really like this in that game, he used to be in the Midway games
