Putting myself in that situation as the cop, your life isn't in danger and the guy is running. You'd assume with your gun drawn and the car stopped (albeit engine running) you aren't expecting him to take off and pulling the trigger for most cops is a last resort. Despite what you see in the media, most cops have never fired their weapon when on duty during their entire career.
I'm not ending someone's life just because they're trying to get away unless my life is being threatened.
not sure how you guys haven't come across wheres981 or briq50 as they have full compilations of outrunning cops in vehicles and nyc traffic. Absolutely insane.

Not saying you should react to it, but I once watched a live video of a guy stealing two cars over two hours in an LA police chase. Easy enough to look up that video

I don't think it should be a crime to escape if you were charged for something else. Obviously if you harm people in your escape, you should be charged with those crimes, but escaping itself shouldn't be a further crime.
That’s like saying it shouldn’t be illegal to shoot into a crowd unless you hit someone
This is how it is in Germany. The actual act of escaping isn't a crime but say if you steal a car to get away you would be charged with that.
