Put it this way, Albanian people are very generous and the hospitality along with culture and the nature of the country is very beautiful. Now for an Albanian who has worked all of his/her life there they don't really get much on retirement income, however most Albanians depend on their agriculture to have food on the table because they don't depend on their government. To make it simple if you have an income from 1000 to 1500 usd per month then you can leave very decent lifestyle.
My best friend came from Albania and once she starts retiring from USA she’s taking her ass back home. She said she will live like a Queen there because life there is so simple.
I think Albania is a terrific country, I lived/worked there for three years in Elbasan . I didn't like Tirana , to big, polluted and crowded. The Albanians all want to live in Tehrana , but Now that the autobahn has been completed, it is cheap and easy to get to Tirana by bus. The cost of living in Elbasan is more affordable.

Or would I just have the feeling that I’m on a holiday for months? ;-) Last year I’ve spent 3 months in Lviv Ukraine. I absolutely loved it, but haven’t been much outside of the big city! The weekend I’ve spent into the countryside shocked me, but not per definition in a bad way…

Meaning to retire into a comfortable life in NYC is not the same as having a comfortable retirement in Kansas or Kentucky, Alabama or Mississippi. Same could be said about the differences between living in Milan or Rome and living in Palermo or southern Italy in general, or Berlin and Munich vs some podunk village or small city in the former east german areas. I'm assuming the cost of living in Albania could have differences between the capital and the farther away and less industrialized cities. Cost of living in your capital could be the same as any other underdeveloped city in the western world were Albanians emigrate to. For the record this is not a bash on Albanians emigrating into the western world. Everyone emigrates from somewhere; even germans and americans emigrate outside of their countries.

They will have drastically different interests. The analysis becomes more complicated if you want to compare Albania vs other European countries for retirement. Although Albania may be cheaper, and at times much, much cheaper, there's higher risk due to corruption and by consequence weak property law enforcement.
people leaving albania have different interests than people coming to retire in albania. just look at puerto rico. puerto ricans move to mainland US for work all the time but there is still a huge retirement population in puerto rico.
Let me pose a rhetorical question to you: Why are there so many Spaniards emigrating to Germany and UK for economic reasons and in turn so many retirees of those same countries moving permanently to Spain?

You fail in mention that there is no "retiree visa" available in Albania at the present time. There are work a-rounds, but they can be a bit involved.
