The reason why you had so many oppressors on haz 2 has to do with how deep rock spawning mechanics work. On top of having less spawns lower hazards also have smaller spawn pools. Because of this there is actually a higher chance for an oppressor to spawn when it is in a mission’s spawn pool on lower hazards.
