From what I can gather, Celestia was Luna's greatest treasure. And the note was probably written just before Nightmare Moon fully took over. Luna feeling herself losing the battle against her darker side.
A thousand years later:
Luna: “I’ve missed you so much, big sister!”
Celestia: “I’ve missed you too!”
Is this supposed to be heartwarming or funny?
