I tried doing Joker only on merciless. It sucked, as you'd imagine it would.

A lot of you are saying, “You can get a Pyro Jack before Belphegor Tevin!” And you’re right, I overlooked that. But Pyro Jack is weak to wind, and would get one shot by magaru. You can’t one shot or two shot Belphegor even with fire moves, so the outcome is the same.

Well technically, the game intends you to use the other characters for the fights pretty much right after they awaken, so you could say that they were needed to beat those fights, following your rules, I don’t think anyone would blame you.

I wanna throw my ring into this with a theory on how to beat Madarame on Merciless Joker only.
As you know, on Merciless, the damage done through weaknesses, crits, and technicals is (I think) tripled or so. That would make Madarame's 2nd phase a breeze. The problem is his 1st phase. The paintings have no weaknesses, meaning we can't hit Madarame with any triple attack damage and what not. Plus, after 2 turns, we need to make sure Joker can, well, LIVE. Sooooooo, let's discuss that. How can Joker survive Madarame alone.
Because this is Merciless, one hit through a weakness will most likely 1 shot us, so instead of focusing on endurance and defense, let's focus on evasion. The 2 obvious choices here are Sukukaja and Masukunda, which raise our evasion and decreases the enemy's accuracy. This makes it more likely for us to dodge Madarame's attacks. That said, we can still get hit by his attacks, it's just that Madarame's hit rate is lower. So how do we fix that? Items and even more skills!
There are 2 skills that can help us here, Makarakarn and Tetrakarn. Makarakarn repels magic attacks, while Tetrakarn repels physical attacks. These skills don't count as your affinities, thus using them will allow us to block 2 of Madarame's attacks. If we can't get our hands on these skills, we could also settle for their item counterparts. Though these are rarer to come by and I don't remember if it's possible to get any before the Madarame fight. As for how to get the skills, however, it's a different story. Decarabia can learn Tetrakarn at level 33, and Isis can learn Makarakarn at level 32. Though you would have to grind for these Personas, I believed you mentioned you grinded to level 30 so it works out. One more skill to focus on is Fast Heal, which cuts the time healing from ailments in half. You can buy the Magnetic Necklace from the Underground Shopping Mall for this skill, but getting the actual skill probably won't be possible, as the weakest Persona who learns it is Bugs, who is level 49 unfortunetly. Granted, even with these skills and what not, it's conpletely up to luck whether or not Joker can survive, but lemme tell ya, if I can make Joker dodge almost every attack from 1 enemy on Merciless mode, (which I have done on my Arsène only run when fighting Futaba's Uncle) then you can do the same!
Now comes the 2nd part of the equation, dealing damage. It's best to wait for the aliment to be healed off of Joker before attacking, but when it IS our turn, how can we deal enough damage to Madarame? After all, each painting absorbs different attacks, so it may be unwise to use skills with Ma in the name. That is, except for 1 skill. Megido. Thoth, a level 36 Persona, learns Megido at level 37. That skill ALONE is our best bet at dealing damage to all the paintings. Plus, if you decide to torture yourself and grind some more, Thoth also learns Concentrate at level 40, meaning you can power up Megido by ×2.5. Now alternatively, you can get a Megido skill card from an itemization accident, but I find a) those are hard to come by without a fusion alarm, and b) I only got the card during a fusion alarm, which isn't unlocked until after securing the infiltration route in Kaneshiro's Palace sooooooo yeah. One more thing, getting a growth 1 or 2 card on Thoth would be pretty useful, specifically for grinding, since even when not in Battle, Thoth will still recieve EXP.
Now like you said, you could also defeat 3 of the paintings in 2 turns or so with single and multi attacks, but also keep in mind the boss can revive itself. Therefore, the best strat would be to lower Madarame's Paintings to below half HP, THEN going to town with them. This way even if some are revived, each painting will have very low HP, allowing you to go for the kill. One last thing I wanna talk about is Confidants. While your party member confidants may not SEEM useful since you don't use them, Ryuji does have 1 useful confidant ability that helps with Grinding. Insta-kill, which unlocks at Rank 7. With this skill, you can instantly murder enemies weaker than you, I.E. enemies with a green outline, simply by ramming/running into them. This will still give you all the EXP you would've gotten if you fought them naturally. It's tedious and boring yes, but it's the best way to grind.
With all that said, Madarame I believe CAN be beaten on Merciless with Joker only. While beating his 1st phase would require an excessive amount of luck and patience, Madarame's 2nd phase will be a breeze and breath of fresh air. Keep in mind each copy of Madarame is weak to one element, and on Merciless, damage done through weaknesses is basically tripled. I.E., knock down all the copies, and go to town with either a physical or Almighty Skill.
Speaking of skills, obviously you're gonna be murdering your SP bar, so it may help to get SP Adhesive 3 from Takemi after advancing her Confidant far enough. That said you won't have Fast Heal available if you do so keep that in mind.
Also keep in mind I have not tried this in any way, nor do I plan to atm because I'm doing my own Arsène only run as I mentioned earlier. I just thought I'd give my thoughts on how I would tackle this to try and help you figure out how to beat Madarame with Joker only on Merciless. With that said, thank you, Kasumi is best girl, play Persona Q2, Republicans are stupid, Democrats are farty, let's all join the Mario Party, and good day afternoon evening or night!
Ever since seeing this video, I've been wanting to try this myself. Although, it's too late for me to do it until NG+ because I overwrote all those saves long ago, but I can still limit myself to the lowest-level personas that still make this boss possible to solo.
Update: I BEAT MADARAME SOLO!!! And at only level 23 with only Arsène at level 17!!
I've seen an Arsène-only version of this challenge done by someone named Haven, and I've been doing my own version of the run to see what I can do better. What he put in the accessory slot was the DLC Gauntlet, which grants a passive skill (Samurai Spirit) that increases evasion against magic and Critical damage (and possibly Weakness and Technical damage, too). This increases survivability against the right eye, nose, the mouth if painted, and the fakes if they ever get to attack.
What *I* did, however...I summoned, itemized, and equipped Regent for the Attack Master effect and Strength boost (which may very well be unintentionally doubly strong), just for kicks and giggles. Then when I saw the damage I dealt on my first attempt and lucked out by not getting iced, I actually had hope for this setup. Making the Regent strategy work requires good hit count RNG on Rampage or Swift Strike in the first two turns, plus the eye must not hit Joker's exposed weakness(es) if applicable (though death is mercifully quick if it happens this early). If the Mouth is continually kept isolated by downing its Restore target before said painting can act (should usually or always be the Right Eye, which absolutely must *not* stay alive), it seems to follow a pattern of The Artist's Grace > Restore (targets Right Eye) > Bite > Restore. With high enough HP, it's possible to target the eye with medium-damage Phys or Gun attacks (I used Dream Needle because Arsene learns it and it happened to be strong enough) following Restore turns, then target the mouth with tier 2 magic or heal on Bite and TAG turns. Beads or Diarahan (itemized Kaguya Picaro) would be best for healing, so as to give more attack opportunities.
Main tips I can say for the second phase is to have a Persona with at least 2 Ma- spells, 2 single-target (preferably tier 2) spells, and Mighty Gaz a few decent SP restoratives like LeBlanc Coffe and/or Snuff Souls help greatly as well, since equipping Regent leaves no room for an SP Adhesive 3.
Or bring the Councillor confidant link to rank 5 for SP restoration via Mindfulness.

You can form kaguya at level 16 in Madarame's palace. It makes the boss fight a breeze especially the second half.

For the belphegor, I actually just got the jack o lantern, which has agi. Then I grinded a bit. I basically hit belphegor, then switched personas to something that resisted wind. (I don’t remember what I used) so then he can’t hit me! XD

This is the first palace, you can get an electric persona before the first mini-boss. Unless it's been changed in Royal, you should be able to easily take out the bicorn.

I decided to do this challenge myself I beat Madarame with Tam Lin at level 27, I got the null ice passive from Sui-Ki. Tam Lin innately resists physical and wind and nulls fire so the only thing that will deal neutral damage is electric. I almost curtain the fight came down to RNG a miss from the mouth in phase 1, and a miss two times of fake artist grace in phase 2.
My setup was trait of: Striking Weight, attacks: Assault Dive, Vajra Blast, Garula, Garu, Zio Passives: null ice, wind boost.
In phase 1 spam Vajra Blast two times to kill both eyes and the nose. it seems one eye will always attack you need it to not pick elec, the second eye will use an attack buff on the mouth, and the nose can attack or do nothing you need it to do nothing. and the mouth will always attack. after two turns you would have killed three of them and the mouth will revive an eye, use Garula to deal over half of the mouths heath. the next turn you will get painted you need the mouth to miss, this is a requirement the others not so much, but if it hits you here you will die. after the miss use a wind attack and finish the mouth, the other eye will be restored. on your next turn use vajra blast to kill both.
You will get the first turn in phase 2 use it heal up to full, hits or misses do matter hear. use garu to kill the yellow one, and zio to kill the green one, use that one more to use assault drive on the real Madarame. Madarame will it seems to always summon two more blue clones, ignore them and spam assault drive on the real one. at about 2/3, and 1/3 health Madarame will use fake artist grace and you need to dodge both or you will die, maybe changing to a light attack of all elements would be better I'm not sur but something to look into. if it misses keep assault drive and heal when you need to and Madarame will fall.
I'm not sure if I got really luck or what but it took me 5 attempts. and I know this is an old video but I just wanted to share my findings

When I first played Persona 5 I don't know why but I was terrifed that not being able to find the train was actually going to make me late. And then lo and behold, the actual story made me late. Though now that I've played P5 and P5R enough, I think I could actually navigate the Shibuya station rather well

Can it be done? Maybe, the hardest part would be the beginning. Once you can get special privileges from the twins the game is won. The only thing stopping you from getting the strongest persona in the game is cold hard cash and that's easy in mementos with Jose
