What the Ghoul is doing (the slow mo action shots) are a mechanic in the game called v.a.t.s. It's a targeting system that adds action sequences just like he does. Fallout 4 is a perfectly good starting point for the games.
Dr. Wilzig, the man with the dog everyone is looking for, his character is a scientist from an organization called the Enclave. People will want him not only for what he knows but also because of his association with that group. Decades earlier (fallouts 2 and 3) the Enclave revealed themselves to the wasteland and went on a reign of terror. Their organization is made up of descendants of American presidents, senators, generals, captains of industry, and other such people. Suffice to say they have a massive superiority complex. Most people aren’t even sure if the Enclave still exists, but they view them the same way people in the real world view nazis, and for good reason. It seems our scientist had a change of heart and tried to make a break for it.
Said this elsewhere for ppl want to play the games. If want to know more on brotherhood of steel: fallout tactics, 3, 4. Want to know more on region show is in: fallout 1, 2, new Vegas. Want to know more on vault tec mission: fallout 76.
Fallout 76 for a feel of the world. Fallout 4 for some story beats. The series is technically Fallout 5 as the director stated. That's still some years away from release.
So far as I can remember, none of the games mention anything about a society that is aware of the Vault Dwellers with any actual detail, like Ben Linus does. But he not only seems to know about the Vaults, but also which Vault specializes in which areas. I think that is something from the games as well; each Vault having kind of specific area of crop cultivation.
Each game is its own story but there are at times references to events that happen in other games depending on which one you play. 76 is a mmo of sorts but could be played solo. Fallout 3, Nee Vegas, and 4 are solo games but take place in different locations.

Maximus is my favorite character by far. Edit 2: P.S.S.- I don't mean to downplay the other two characters with my last comment. I have played Lucy through Fallout 3, and the Ghoul feels like a mix of different Fallout characters. The Brotherhood of Steel is different in what they consider their purpose to be in each area of the American Wasteland. I am very interested to see how Maximus helps shape the future with the cut of his sword.
I’ll recommend fallout 4 first. The games don’t necessarily connect stories. Each one takes place in different times and locations around the US in the fallout world
Fallout 3 and new Vegas are good but they Xbox 360 ps3 era fallout 4 was Xbox one ps4 era and 76 is an online spinoff game where it’s multiplayer online where it’s co’op and you work together to do missions and fight crazy creatures
Fallout 4 is newest single player game. Fallout 76 is multiplayer game that came after Fallout 4. You don't need to play older Fallout 1 and 2 . Fallout 3 and New Vegas are still great games. But you should have enough with Fallout 4 and 76.

Those turrets are legit trash in Fallout 4.. They should have a Please Remain Calm sign, so it can actually kill when you take a second to read it. 😅
The ghoul likes to use explosives rounds,bullets with a small explosive charge making them mini-grenades.
They exists in real life.

The Enclave has always had vault records. It's why/how they go after Vault 101 in the back half of Fallout 2.

Actually fallout 3 onwards they all different stories you can play each of those and not get confused
