The most generous interpretation is that he is trying to block but is mashing buttons at the same time. If you are in the middle of an attack animation blocking will not happen until the animation finishes or it is cancelled.
Generally when playing defense, you want to just block (usually by holding a back input on a d-pad or stick) and not randomely hit buttons since you'll ending up getting blown up. So when he says he's "not doing anything" he's trying to say he's supposedly blocking perfectly and still getting hit... which is basically impossible.
I swear in the past week I just saw a “detractor video” that had him saying something like “when I play MvC I usually dominate almost everyone I match up with because most people playing that game don’t know what they’re doing and I’ve been playing that style of street fighter for decades” 😂😂 I’m paraphrasing but it was something along those lines

It's just this style of game. It's chaotic. Not all fighting games are like this. This game has a lot of stuff going on between having three characters and the goal being to try to use all of them to get massive combos. Most 1v1 fighting games aren't this crazy.
Rushdown fighters are usually like this, very fast with little reaction time, like with most things, getting the hang of it comes with playing the game. Phil is a bad example of a player because he sucks

this game is a lot faster paced and flashier than most fighting games. Games like Tekken or Soul Calibur are much slower paced
