everything is wrong in your settings, what optimization are you talking about? Ultra texture on an 8gb vram card? The game eats 10-11gb on High textures, global illumination and fog, one of the most demanding ones, you put it on high, and almost nothing changes the visuals. You set particle and effects to low and they don't affect the fps almost at all, do you know what optimization is and that you have a 4060 budget card? Edit: edit: Shadows on very high? Dude, that's where medium or possibly high goes. There's a small difference, you can only see the sharpness of the shadows in some situations, and it has a big impact on fps.
First, there isn't any VRAM issues even with the highest texture setting. Second, as you can see the game is CPU bound even on a 4060 (which is enough for 1080p). Particles and Fog usually don't matter in an FPS game (most of the time it's considered a disadvantage)
