I had a bin full of assorted value crystals and I tested them with a small circuit I built to see if the value on the crystals were correct. All were fine with exception to the 4Mhz crystals. They were all showing 11.8Mhz ? Do you have any idea why? Is there something I am missing?

Crystals often run at their third harmonic, so your circuit is probably most resonant at that frequency compared to 4MHz

impedance or load issue. likely both. it's probably fine
