Yes, just as Andrew below says, not only written such but the flute parts the same. The player who sits second must be very good at matching with no intonation problems (such as in the chorale of the bones after. Very pitchy :-(

Interesting that someone else picks up the ends of the long notes so he can breathe. Perfectly executed.
That is written exactly this way by Brahms. 1.Horn has a dotted quarter, 2.Horn a whole note.. with crescendo and Decrescendo as well.
