Protests in local areas wouldn't have any larger imapct. Protest regarding this issue should be outside Parliament or PM's residense which is attract media and public attention which in turn might lead to government questioning the local authorities and them being answerable to it. Also somebody has to take charge like take license to establish a private company which seggregates waste and create bio gas, construction material and fertilizers from it and sell it commerically for profits. That is a quicker solution than expecting anything from useless Indian politicians.
