"Lets give candy to the children living in the pipes" This could be way off but to me the lines in the first verse sound to me like this was the first life of the narrator in which they were born as really poor and died like that very early maybe? Also I think the piano marks the end of life. Kind of like something which might be played for funerals in churches. "Lets give a ticket to the child living inside the airport" To me this sounded like giving a chance to their second life in a well off place. It started great but they could not feel any warmth and happiness; and thus wanted to find a way back home(I think afterlife to be reincarnated). And the last part seems like them getting frustrated at not being able to well in either lives as a human and at last the chorus. Being born as an inanimate object to them seems much simpler and convenient to them than dealing with the pain of living as a human. They feel like they have failed entirely to ever be a human and want to be born as a flower instead The "Whose next? You put up the last number" and the last two lines before the last chorus lead me to another interpretation::: They could be two different people leading these two very different lives ("Rich" and "Poor") and both having to deal with too much pain or suffering in one way or the other and feeling like irredeemable trash for it and both wanting to be reborn as a flower because they found their previous memories/life not pleasant. The last two lines could be them feeling like trash and meeting in afterlife maybe These are just my interpretations and some guess work, but either way I found the chorus line almost sadly moving. It sounds like a line from a poem. Being born as a flower sounds beautiful and sad, not being able to do anything and just staying alive as long as you will in peace, away from any and all suffering. It is just really poignant and poetic.

You mentioned the lines about the children, which could be acts of kindness they didn't do in their past life but wants to in the next one. The "whose next? You put up the last number" is an interesting line for me, and I feel like it does line up with your interpretation that there is two different people. It's as if the person raising up the number is being called upon, and this is their last chance. It seems like the last couple lines are reprimanding the other person. "What do you think you're laughing at?" and "What are you jealous of and crying about?". I feel like this can be explained in two ways. The narrator is talking to their past self and reflecting on why they acted the way they did or the narrator is talking to the person who is holding up the last number. Since this other person is holding the last number the narrator won't get the chance to live like a flower, but this person will, which makes the chorus even more upsetting.
