For "nobody likes him except his mother" I think we could also say 除了他妈妈没有人喜欢他. In other words, besides 都, 没有 could also indicate "except for". For example: 除了这只狗我没有宠物 "except for this dog, I have no pets" I think that 不 could work the same way. For example: 除了足球我不喜欢运动 "except for soccer, I don't like sports"

In other words, besides 都, 没有 could also indicate "except for".
