Thank you! The word is "shirring". Another word for it is "ruching". Basically what you do is sew with elastic thread in the bobbin. I google searched how to do it and it said "To sew with elastic thread, you must hand wind the bobbin. Do this without stretching the elastic thread. Wind the elastic thread on the bobbin until the bobbin is full. Thread the top of the sewing machine with your regular sewing thread." If you have any more questions feel free to ask!
