It’s a police man puppet by Melissa and Doug he just changed the clothes and took off the hat. You just have to cut a few threads to get the hat off it. The shirt the fan is wearing in this video is a sonic shirt from the sonic build a bear. The sonic hat looks like it is a toy network sonic plushies spikes cut off. I hope this was helpful :D
