Goro Daimon, KOF 98 UM version. His counter desperation move does not showing any flash and frame freeze at all during activation. Goro can bait the opponent using his earth slam feint to provoke the opponent doing jump kick (since the activation animation is same), then just enter his Counter Desperation.

You are right. They turned it into a Counter Move in 98UM.
Kasumi, Angel and Seth has the best counter desperation moves. The rest are just made for the sake of it.
I Find Geese's in KOF14 and KOF15 so lame. My favorite is B. Jennet's though. It was kinda hard to do it in Garou Mark of the Wolves.

Seth is a great character! Also he was the first character to cancel a commando move into another command move if i recall correctly.
