Definitely think Kakashi in the Pain Arc is Low Kage especially since Hidan is there. Kakashi managed to fight evenly with him while being attacked by Kakazu when he was weaker. Also, Suigetsu's feat against Bee I think is better than anything Sakura did at that point or at least equal, she shouldn't be a tier above him. I can't imagine 10 Karin's being able to beat him in a fight. Great list so far at 1:07:41 I think a final valley Sasuke vs young Kakashi would be interesting. Another thing I've seen for Kakashi is that you put him in the war arc below 7th gate Gai. The narrative and the way they fight together has always been that they are equals with Kakashi not being truly surpassed until the 8th gate. I'd again move him up one tier. Completely agree with everything you said about Tobirama and that was a character I was worried about.
Kabuto is Demigod tier and EMS Sasuke is also Demigod tier. Sasuke was overwhelmed when he saw KCM2, his not God of Shinobi as he was getting Chakra amps from Jugo and KCM2 Naruto to keep pace with KCM2 sage mode Naruto. Kabuto fought Sasuke and Itachi, and was winning most of the fight. Sage Mode Kabuto is stronger than Alive Itachi, Pain and 6 tails Naruto. Tobirama low Demigod tier as he was able to keep pace with KCM Naruto, he has large scale Water style, intelligence, sealing and FTG. Tobirama defeated Izuna Uchiha who was said to be relative to MS Madara and was the fastest shin-obi of his time. Tobirama flexed his finger and EMS sasuke was on edge. Keep in mind this is after Sasuke already fought Kabuto. Lastly, KCM Edo Minato is God tier. He reacted to six gates guy in base, he has perfect sage mode, he has incredible chakra, mastery of FTG, barriers, and god tier sealing. His stronger than War Arc Obito and KCM2 Naruto, as his base form is who both characters get compared to, in terms of speed and teleportation. His in the same tier as Edo Madara as he would solo the verse and anyone below the God tier.
The reason why punching Kaguya's horn off is a big deal is because Naruto landed a hit on Kaguya and it essentially did nothing to her physically. We know by this point in the series that character like Kaguya have a lot of durability. Sakura punched Kaguya hard enough to not only bypass her durability and genuinely hurt her, but it also cocked her head downwards it wasn't like she just brushed off the hit. I know a lot of youtubers either highball her or lowball her and I think you're underestimating her a bit. She also was able to keep pace with some of Kaguya's attacks and avoid them to an extent (before being rescued) so she also has to be decently fast as well. I'm not a lover of Sakura and I'm not a hater I really don't have an opinion on her but I do think the narrative Kishimoto was trying to set is that Sakura had gotten a LOT stronger by that point. Stronger than most of the other Leaf ninja. Idk I just don't think Kishimoto implied for her to be that weak. You can't tell me he wrote Sakura in that last fight with Kaguya thinking she was weaker than sage mode Naruto or kage summit Sasuke. I don't think she could defeat Itachi or Pain or anything on her own, but I definitely think she was implied to be a lot stronger than where you placed her.

Kaguya was off guard in that moment. Even though she had her byakugan active, you see there are exclamation points when Sakura hits her, meaning Kaguya wasn't paying her any attention, and rather, was a lot more worried about Naruto and Sasuke sealing her. The fact that Sakura has 0 scaling that even puts her REMOTELY on the level of Naruto and Sasuke at this point, or even any character past KCM2 Sage Mode Naruto should indicate it's simply an off guard feat. She got outsped by Kaguya's arms, couldn't react to Madara impaling her with a Truth Seeker Rod (while Naruto did react), and with her Byakugo active she has 0 scaling that would put her around the level of the Edo Hokage and KCM2 Sage Mode Naruto.

for being tossed aside in most powerscaling videos hidan is actually pretty impressive HM after the first exchange against chiriku, kakazu lets hidan fight him alone and hidan ends up winning, asuma also later admits that chiriku is stronger than him so that would confidently put hidan above asuma and he still successfully manages to activate the curse and could've killed him instead of stabbing his leg asuma was also backed up by shikamaru the whole encounter and for as crazy as he is, he is still aware of whats going on as he was still able to figure out how long shikamarus shadow possesion last

Byakugan does not have 360 degrees as it says in the Manga. And the Sakura scalling part, I believe he scalled Sakura perfectly, as some people underrated her or overrate her. Adult Sakura scales between Mid Kage to High Kage max.
I think people get too caught up in the official rankings and try to use that as a proxy for power scaling. Ignoring the fact that Naruto’s Generation is wayyyy stronger than previous generations, that the leaf is the strongest meaning their standards are way higher and that rankings are not strictly based on power meaning ninja can be advanced or held back in the ranking despite their power like Shikamaru being the only one to make chunin despite being no where near the strongest genin. Nearly all of evidence shows the top tiers of the Genin are truly Jonin in combat ability but there’s more to bring a ninja than being strong so they remain genin
This guy has certain information wrong or omitted. This is from watching up to 10:41 of the video. The Naruto that fought Kiba in the chunin exam is weaker than the Naruto right before chunin exam started. This is because of Orochimaru using the sealing jutsu attack on Naruto which made him much harder for him to use chakra. Furthermore both Sasuke and Naruto just barely made it into that round and then had to fight as opposed to Kiba's team who were the second fastest in the exam so they had plenty of rest and at max power. The Naruto that fought in the land of waves arc with the nine tails is chunin level with the tailed beast. Honestly Naruto part is hard to judge because of Kurama and if he suddenly starts giving power to him, it changes up the power scale. Naruto makes a huge improvement in the land of waves arc with his chakra control. He basically fixes his biggest weakness.

sasuke was not trying to kill dedira he wanted to capture him to find out where itachi was....also kirin doesnt use chalkra so he still had that to use if he needed to which i think that is what sasuke was refering to when he said he had a plan b on how to take him down... sasuke was a good match up for dedira but i dont think dedira was going to win in any capacity.... also sasuke ever since day one has alaway pulled more chalkra out his ass when he had "none" then passes out after which he did in this case also... i think the curse mark gives him that extra boost when he is low on chalkra doesnt it take in nature energy or something.

Not a bad list. Zabuza states Haku is stronger than him though and it’s implied that Kakashi agrees, Haku is just under a mental nerf during the time we see him fight Naruto. Asuma was able to land hits on Kisame and was more a match for Hidan in hand to hand. He is high Jonin and stronger than Naurto and Sakura at start of Shippuden. Part 1 Kakashi and Guy should be peak Jonin they are both world renowned and move into low Kage by Shippuden. Dauri is able to swap hands with the gold silver brothers, a raged out Jugo casually and named a division captain during the war arc he is peak Jonin or low Kage. Yamato deff be top of high jonin, he’d be too much of a liability to watch Naruto otherwise even if he does have the ability to seal the Kyuubi. He appears to be a match for Kabuto and is part of the hokage private Anbu. Danzo guards should also be top of high jonin or low peak Jonin, they were able to tag and injure Obito even costing him an arm and hold him off for a pretty long time. Jiriya not having easy access to sage mode? He specializes in stealth and infiltration and was able to get it out against Pain with a Renningan he should be able to get it out Against anyone. He is totally confident he can kill Tsunade in pt1 and Kisame doesn’t even want to fight him at that point. Prime Sanin should all be high Kage with Orochimaru at the top, except for part 1 Tsunade as she was struggling with Kabuto 1v1. Jiriya with Sage mode could in theory beat pain with prior intel so bottom of low Demi-god. That’s something Sage Naruto with allies couldn’t do against a nerfed pain. Young Obito I’d actually put high kage, Minato was surpassing the 9 tails during Naurto birth and taken by surprise and protecting people he wrecked young Obito. Orange mask Obito I don’t see beating Pain or Itachi 1v1. He in fact stated he couldn’t move freely while Itachi was alive.

@@brunocardin4935 Haku wasted all of his chakra screwing around and not just instantly killing Naruto and Sasuke and never wanted to fight them. That is why he lost. When he is brought back during the war arc he has no issues bodying chunnin from the various villages without the use of his mirrors. Shoot he was takings hits from Guy and Lee at the same time when they used the initial Lotus. But if you think baby Naruto who just unlocked the Kyuubi chakra (which was still more than what Kakashi had at the time) won that fight I'm not sure what to tell you man. lol
I loved the video but I do have some tales -I do believe hanzo, chiyo, and mifune are being underestimated they are all war veterans, hanzo was toying with the “prime” sannin, chiyo at her old age was able to contest with sasori, and mifune is stated to be relative to hanzo multiple times -I believe shippuden kakashi needs to move up a tier, and kakuzu down a tier, it is true that kakuzu lost a heart because of trick that shikamaru set up, but kakashi was practically 1v2ing kakuzu and hidan, the others besides shikamaru were fodder, kakashi constantly had to protect them, i just believe they belong in the same tier kakashi even stated he could take kakuzu out with kamui if he needed -I do believe that sasori, and shisui need to be in the high kage tier, Sasori is definitely stronger than deidara, I believe sasori is relative to orochimaru in many ways, he was stated to be able to do the same thing orochimaru was like u said take out a small nation, but the orochimaru u compared him too had “no arms” essentially, I just think sasori can beat any of the people in the kage tier and is more relative to the higher kage, especially compared to Kisame I think they need to be in the same tier -About shisui, I just think he was underestimated just a little, his eyes the entire show were a sought out item pretty much, it could be implied he had a susano since danzo was aware of what it was but never had seen it(this could also be said abt Itachi but listen listen), since shisui had the ms in both his eyes, if we compare how long it took sasuke to get access to his susano it would be easy to imply that shisui had on aswell, I just think he takes out anyone in the kage tier, he should atleast be somewhere around 5 kage summit sasuke a level -Sage kabuto-I do believe he is consistently downplayed just because of the izanami thing, I do believe nagato and Itachi are stronger but an entire tier over is crazy, I think he could go toe to toe with killer intent Edo Itachi if the time presented itself, especially with how Edo Itachi blatantly could not react to some of kabutos jutsu, Especially tayuyas(sage amped) genjutsu -I think Minato was downplayed just a lil, especially because of his new one shot we were able to see what he was capable of/potentially capable of whilst he was a jonin, if what kurama said had any merit I think his sage mode or kcm2 form could easily scale to reanimated hashirama and madara especially considering how easily he stomped 14yr obito This is all I had to say, I rlly appreciate u taking the time to make this, hope u see this comment
I agree with most of this, but as for shisui , i think shisui being kage tier is already enough ballancing what we know his eyes and statement say about him, with his garbage feats losing to danzo in ever itteration, to ballance that out kage level is more than enough, shisui does not have much going for him besides a few statements and AO fear him since atleast in the mist village he kinda had a flee on sight for that village, when you look in high kage, there are people like hiruzen whose recognized in ALL VILLAGE, everyone knows he is HIM and they are them, i dont think you can say that for shisui

It would be pretty generous to put Sakura at low Kage level but in all honesty, she can’t beat any of the characters in that tier so I would put her at peak Jonin. High speed regeneration can only carry so much. And she may have all the same abilities as Tsunade but not her lifetime of battlefield experience that puts her at Kage level

He has been fighting the Uchiah's since a child. Was stated to be equal to Izuna, who was equal to then Madara. And being on par with hashi & madara in reaction & combat speed, alive tobirama can blitz people like raikage & his father, kcm 1 & 2 naruto, kisame, Minato ( with or with out sage mode ), etc, etc. Not forgetting, tobi fought an Ms user as a young man & beat him. 👍🙏
Iruka’s databook stats and mission record would indicate he is at least Chunin. I think our senses are warped by the Konoha 12 since almost all of them coming from special families and have more of a showing.
I agree war arc Sakura is kage level at best. I don't think she surpassed Tsunade as she had just unlocked the byakogou and Tsunade had years of experience using the technique and refining it which makes her stronger. She was basically still a Tsunade lite which makes her kage or even low kage level.

Kabuto should be way higher than he is lmao. It was stated nobody in the series would’ve beat him 1 on 1 at that point. His L was also just walking out of his fight unscathed with a new mental. He’s got some of the best regeneration in the series, immune to almost all genjutsu, ftl speed, probably the widest arsenal of jutsu compared to anyone outside of ten tails hosts and rinnegan users, and both his iq and biq are better than most people in the series. Also just having reanimation as a jutsu which only 3 people total in the series can use is busted. Comparatively the people in his tier and the one above him are all just weaker than him. He should’ve got a better fight highlighting his capabilities instead of a little scuffle then getting hoed, but he’s really supposed to be him.

@@xxxtimeghostxxx But Kakashi knowing 1000 jutsu isn’t out of touch with his abilities in the series. It could easily be accepted that he knows 1000 but does his same couple ones from each element because they are more effective or because he’s better at them. We’ve seen Sasuke use multiple types of fire jutsu throughout the series but he uses the standard fire ball jutsu more times than any other jutsu because it’s something he’s more proficient in. Hiruzen’s statement about him being so strong was all the way back in part 1. Kishimoto wrote the story and just decided to change the strength levels of Hashirama and Minato compared to what he originally intended them to be because he wrote them to have a more valuable role in the story and needed to power creep. It’s the same as Haku, Naruto, and Sasuke having light speed feats in the Land Of Waves arc but then reverting to sound speed in the Chunin Exams because Kishi must’ve thought they were too fast for how he wanted the fights in the story to go at that point. Kabuto’s statement was near the end of the series, there is nothing figurative about it and there would be no reason to “retcon” the level he was at or considered to be when the story ended in the next 100 chapters. It’s entirely different from statements like Hiruzen’s which was ancient, Kakashi’s which is still something that can be accepted, and characters like Kakazu’s which are misleading or figurative. Kabuto was blitzing Itachi and Sasuke individually and without one of them to cover the other’s back neither would be able to really harm him. Itachi was a reanimation so he could fight without much risk to him so Sasuke took more of a backseat to their fight because he wouldn’t be able to hang with Kabuto up close with a human body. Even if you think the statement is a little exaggerated, it just doesn’t make sense to think regular Nagato, regular Itachi, and regular Obito are competing with Perfect Sage Kabuto. At the very least he should be one tier higher with a case for one more as well.

@@xxxtimeghostxxx I guess you’re right about them being able to kill him in the Izanami, I just didn’t remember if they mentioned doing that came with a risk of undoing the jutsu but I guess not. Itachi said he himself couldn’t beat Kabuto without the Izanami and the only reason it even has an effect on him in the first place is cause of Kabuto’s own mental. He also prompted Sasuke to stay back and back him up several times during the fight because he didn’t want him getting close to Kabuto. Either that was because he was trying to lay the steps for the Izanami, or because he knew Sasuke couldn’t keep up with Kabuto up close, or both, it’s up for interpretation really. But if there’s like one to two jutsu in the entire series that he loses to, he’s pretty unbeatable. Databook also said he’s “unbeatable against a singular opponent” and even though that’s an exaggeration, I don’t see an argument for why he doesn’t comfortably beat anyone in the series one on one atp except for Obito and Madara who had a rinnegan each. He at least beats anyone in his own tier in the vid comfortably imo.
DMS Obito is very, very, badly underrated!!! How come Obito DMS = 1 MS Obito (Tobi)?! Like WHAT?!?!?! That doesn't make any logical sense! DMS Obito is the strongest version of Obito (yes, more than his 10 Tails mode) and he's stronger than DMS Kakashi too (who is also underrated btw and i know everyone would agree) since he has Hashi cells and thus way more time than Kakashi + his own eyes. Both DMS Obito & Kakashi should deffo be put on the highest tier, they're top 10 strongest characters on the entire list due to being pure HAX and too BROKEN! - Sorry for all of this rant, i dont intend to sound mean or anything, just tryna fix it a bit since that was the biggest mistake imo. The rest is not bad tbh, although i would do some other minor changes here and there, like putting Hamura next to Hagoromo, cuz they're pretty close (i think in "The Last" Hamura is even stated to have surpassed Hagoromo but im not sure). Also, Edo Madara > EMS Madara due to Rinnegan + he wasn't a weaker Edo like the rest, Kabuto himself said: "Your reanimation is quite special, you're even greater than during your glory days". Overall, good job tho 👍
2:15:28 I’d personally put Hokage Minato (knowing he has Sage mode),… high Kage level. The reason is because Pa explicitly says that Sage Mode Naruto surpassed Hokage Minato in the manga. Hokage Minato isn’t KCM1 Naruto tier,… I think all the comparisons made to minato is strictly for early KCM1 Naruto speed.

Part 1: Disagree most with the Genin tier. I'd probably put Choji in there but put all the sound ninja and Tenten and Hinata in the low Chunin tier, so only Ino Sakura and Choji would be in the Genin tier. I'd probably also put kid Kakashi in mid-Jonin tier. Other than that, awesome fucking tier list, I always respect your opinions greatly! Part 2: I'd put Sakura in Peak Jonin ngl. I also completely disagree with your Hidan placement, who I would put in High Jonin at best, remember he basically lost to Asuma. I'd probably also put Darui in Peak Jonin. I'd also likely put both Deidara and Sasori in Low Kage. Regarding the sand village in general, I'd honestly wouldn't put any kazekage above Peak Jonin except for Gaara. Being able to subdue Shukaku is not that impressive imo, since pretty much kid Naruto was able to do the same. The fact that Gaara was also like the sands' super weapon and that kid Naruto was able to do that also is one of a few things which kind of shows how weak the sand village is. Another one is, Deidara would have soloed the entire sand village if Gaara hadn't been there. Sasori is either stronger or very close to Deidara, and then loses to a member of the sand village and Sakura. Now, it is true that they were his counter and there were special circumstances, but I don't think it's enough to put him 3 whole tiers above Sakura. And even if Chiyo wasn't there when Deidara attacked, the fact that nobody else in the village was able to do anything against him should sort of go to show the skill of your average sand Jonin. In fact, what this might imply, is that Sakura could at least be considered close to Deidara level, which means you could argue she should be able to solo the Sand Village - Gaara. Now, while that would obviously be ridiculous, you could maybe at least say she should be as strong as 1/4th of the Sand Village - Gaara? 1/10th - Gaara? Either way, it's an unimpressive showing for the Sand Village, and an impressive one for Sakura. Another thing is that they are in the Leaf Village web of alliances at the start of the series. They are in that club along with a bunch of other minor villages, which kind of implies that this is a Leaf Hegemony, with a bunch of weaker villages essentially being their vassals. This is further strengthened by the fact that we see Baki and the Sand Village talk about how the armstice doesn't allow the Sand to have that many ninja. Finally, the Sand Village only got Shukaku among the tailed beasts which is kind of a joke. All of the other great nations got at least 2 except for Konoha who got the 9-tails who is by far the strongest. The fact that the 9-tails is by far the strongest also goes to show that Shukaku might be a good degree weaker than many other bijuu. Meanwhile, the fucking Waterfall village got the 7-tails. So yeah, that's my sand village spheal lol. Overall, I think the Sand Village is likely sort of a rump village created by the country of Wind, just so that they could have a village. Likely their more of an economic power, and just made it since the other great nations did, which is why I'd say their kages should not be considered Kage level, and why Baki is like their strongest Jonin and stuff. Either way, back to the tier list! The reason I'd put Kakuzu a tier above Sasori and Deidara is because he's killed his other Akatsuki partners just because he got pissed off at them. I see no reason why we should assume these partners were any weaker than Sasori and Deidara, since their pretty much at the average Akatsuki level. This means he might be able to kill them with impunity, which is pretty much the single best standard I'd set for putting someone in a tier above someone else ngl. I'd probably also put Base Guy in Peak Jonin and Shippuden Kakashi in Low Kage though I'm also iffy on those. But yeah, again, awesome tier list, always love your content!!

In my opinion, I think it's pretty clear that end of Shippuden Naruto is stronger than Sasuke, because during their final fight Sasuke was actually trying to kill Naruto, but Naruto himself was holding back. Other than that, I don't have that many objections to this tier list, that's just the biggest one personally.
Disagree on Danzo at 1:27:06 Don’t know how you can hold having more endurance then kage summit Sasuke against danzo. Shouldn’t that up scale Danzo since that’s a state inherent to his abilities? For one, Sasuke has insane endurance. He was fighting the Gokage and pushed the majority of them to high diff while fighting conservatively. He used his mangekyo shairngan multiple times in his fight against Danzo and used up almost the entire life span, something we’ve never seen any other uchiha do. With a minor healing session with Karin, he goes on to fight kakashi high diff and then stalemate with fresh base naruto while almost console you blind. Danzo is a non uchiha with multiple sharingan and unstable hashirma cells. His chakra reserves were depleting insanely fast form the over reliance of izinagi. We know Danzo doesn’t like to use izinagi since he keeps it safe within his arm and doesn’t use it against the anbu he faces. So Danzo having more endurance then sasuke is consistent unless he’s spamming izinagi in which case it’s relative. Sasuke had a much bigger advantage in the fight. He could actually use his mangekyo and visual prowess, Danzo didn’t get the liberties of using his own until after the fight was over when he was gonna suicide anyway. This is essentially base Danzo as Hokage having to worry about “Madara” vs sasuke who can do what ever he wants. Izinagi is a much worse buff in the context of the fight since you lose a lot of chakra. Mangekyo blindness is irrelevant for a majority of the fight and is inherent to all mangekyo users. This ain’t going into lore and scaling trees with Kakashi, Hanzo, hiruzen, Itachi and other similar caliber ninja. Or the feats that Danzo can do that are much better then everyone in that tier. Or the narrative implications like how Danzo is Sasuke’s “pain” fight with Itachi or how he is gonna be the one to take down the 9 tails had he lived past that point. He beats everyone in the “kage” tier and beats a decent portion of people in the High kage spectrum.
Danzo is by far the most underrated character because he lacks flashy jutsu and cool design and is a scumbag. I've seen people put him at Jonin level lol. But he's actually insanely strong. Not many Kage level characters have offensive arsenal to force him into having Izanagi active at all times like MS Sasuke.
Kaguya fight of her punching her horn off is a good feat since in the manga, kaguya seems to notice sakura coming in to punch her but she couldent react fast enough to dodge the attack and she also had byakugan and when she punched her horn, she also bruiced her cheek which naruto could not do with his ton of punches he got in
DMS Obito should be High Six Paths scaling off of DMS Kakashi. The only reason he didn’t use his full power is because he was practically dead at the time and had barely any chakra

Then had black zestu use his body and Obito had to use all of his chakra to resist black zetsu and get to the kamui dimension. Then he had to have Sakura attempt to destroy his rinnegan before Madara could get it because he had no chakra. Then he had his original eye replaced. I just think if he would’ve been at full chakra he’d be high six paths
On a normal scenario i woupd not have put ems sasuke ahead of kcm2 minato, but i guess around at the end there sasuke might have activated his perfect susanoo, with that he can match minato at equal power, but i think its a great ass fight as minato being able to teleport with a big ass kyubi avatar is still crazy, but that said i understand why ems sasuke is abive

Taka Sasuke is both above and weaker than Hebi Sasuke. Taka Sasuke has hax but that doesn't make him stronger than Bee, and he loses his rapid regeneration and snake shedding. Because Sasuke isn't fused anymore he went into the fight with Bee injured.

Fantastic video, I agreed with every single ranking I think EXCEPT the Tobirama one. I think this is just plain wrong. To be able to support to that extent you have to be at least somewhat relative to your main fighters. He has a similar skillset as Minato, just a step weaker in almost everything. In the war his showing was much better than Minatos for a good portion too (when Minatos mind was clouded because of Obito being evil though). It just seems logical to me to rank him one rank lower than Minato. I rewatched the show (Anime this time) a few months ago and Tobiramas accomplishments in the war were just unreal. Again, fantastic video, but hard disagree on this one.

Tobirama isn’t actually a step lower then minato as the only thing minato is better at is FTG tobirama had way more jutsu mastered then that which is why I believe he didn’t focus on that Plus tobirama didn’t have the good upbringing like minato did tobirama got it out the mud and training was done mostly in the battlefield instead on training field where he can hone all his jutsu

This shit doesn't matter, Tobirama could have easily been fatigued when he had to fight the Unit. He has a Flying Raijin mark in Konoha, there's only one explanation for why he didn't use it to save his team.
People scale Sakura super high because she landed that one blow on Kaguya. And Obito stated she had more chakra than a fatigued shadow clone of Naruto. 1. Naruto was attacking from the left and Sasuke was attacking from the right 2. The byakugan has a blind spot which was explained in part 1 looks oddly similar where Sakura attacked from 3. Kaguya was completely unaware of her presence as she was focused on the actually threats therefore she was not ready to brace for the attack/reinforce herself with chakra. 4. Ok, she was able to land a punch under very favorable circumstances what other feats does she have? She has pretty much the smallest justu pool in the series at this point only being able to use chakra control to punch hard but that's it, no speed feats or anything that would suggest she would even be able to touch a character like kcm1 Naruto. 5. Obito stated she had the bare minimum chakra with her Byakugou seal to allow him to travel through another dimension with his kamui. Once again its like so what?? Naruto has hundreds of shadow clones on the battlefield at that point fighting kaguya, also up into that point he was fighting a single war for days with no breaks, of course one of his clones divided hundred times is going to be low on chakra at this point. The Byakugou seal is a justu that utilizes storing vast amounts of chakra over an extended period of time. Sakura is using chakra that she has stored up for literal years and barley has more chakra than a fatigued 1/500 shadow clone of Naruto... Not really that impressive of a feat once you break it down.

For example part 1 Naruto had a substantial larger amount of chakra than Kakashi it was stated, Kakashi is still folding part 1 Naruto (talking about just in their bases btw)
Hanzo is the weirdest tbh. tsunade when she is fighting Kabuto mentions that even if she was in her prime he would give her trouble which means that when the sannin fought hanzo it is possible that was actually their prime, but then hanzo loses to Mifune because he lost his ninja way. Idk i feel like kishimoto did not know what to do with hanzo. Great list though the only thing i kind of disagree with is Hidan. I think he may be a little high. I know akatuski are all supposed to be kage level but i think based off how he did against asuma it may be a stretch.
Sakura in war arc would be on KCM naruto and EMS sassukes tier because in the 4th data book kishimoto states she is on the same strength or kcm and ems when she achieves her 100 healing seal.

Baki is likely there as well . haku is a strong chunin obviously its haku;s potential thats higher than zabuza. putting kimi over chiyo is ridiculous. jiraiya estimation of hanzo puts him as WAY higher than low kage. Yagura was a perfect host obviously too low. There is zero reason to think kisame is a tier higher than sasori or kakuzu he is just a superior matchup vs tailed beast hosts having high at the same tier as oonoki and muu is just insane. He has been fighting the Uchiah's since a child. Was stated to be equal to Izuna, who was equal to then Madara. And being on par with hashi & madara in reaction & combat speed, alive tobirama can blitz people like raikage & his father, kcm 1 & 2 naruto, kisame, Minato ( with or with out sage mode ), etc, etc. Not forgetting, tobi fought an Ms user as a young man & beat him. 👍🙏

Kekkei Genkai shinobis by default are “Kage Level” at the very least Low-Kage for some since Hashirama was the first founding member, the 1st Hokage, to have Wood Release. Secondary shinobis who are exceptional in their own right based on their own skills and renowned fame are Kage-Level as well like Sakumo, Shisui and Zabuza.

Zabuza is the Demon of the Mist with a reputation of assassinations and killings. His skills and abilities as a peak shinobi is comparable to Kakashi’s.

The novels are fanservice for specific characters like Sakura who is given a bunch of new powers she has never displayed in the original series just to display Sakura in a better light for her diehard fans who wants more. Novels are comparable to fillers. “Kage Level” is just a fan term and many fans as you can see on RUclips and this video specifically have their own criteria on who is on their list. For me, exceptional shinobis who earned an honorary title who are at their peak (Zabuza, Sakumo, Shisui, Hanzo) and those who have broken Kekkei Genkai abilities (Kimimaro, Haku, Pakura, Gari, Deidara) deserves the title of “Kage Level” shinobis because all these shinobis are that strong to earn the Kage title of their respective. You have your own criteria for Kage Level and I have mine.

I put alive rinnegan madara above alive final valley madara only because limbo was shown to be able to fight the bijuu, he also has rinnegan rods and sage energy which he took from hashirama, so while having a gap in power with kyubi, i think rinnegan revived madara got it covered in a fight.

in his sparring with itachi shisui took it serious but was not at max power or speed This checks out considering they didn’t use sharingan and shisuis speed scales far higher shisui had a 10 year ms experience gap on him so itachi getting ms doesn’t automatically make them relative the gap between them is lager than people think Shisui is not equal to young itachi They arguably don’t get relative until the edo version of itachi When itachi is not sick and also has ms for 10 years

pretty much everything besides hebi sasukes placement is good. hebi sasuke should be on the same tier as deidara at least because you talk about sasuke being a bad match up for deidara but deidara is just as bad for sasuke seeing as sasuke is primarily close to medium range and deidara is extremely long ranged. Also sasuke didnt use a lot of his abilities and at the end of the fight a majority of the damage done to him was self inflicted by the chidori to disarm the c4 bombs inside him.
He put Gai in the same tier as Kisame despite admitting Gai hard counters him. And he put Bee below Kisame even though he lost only because he got hard countered. But Sasuke does this same to Deidara (even if, as you say, Deidara also had many advantages) and suddenly he's a tier below? Kinda inconsistent.
I think Shisui should be on Itachi level. He only lost to danzo because he was poisoned before his battle. I don’t think peak orochimaru could beat Shisui if he’s able to genjutsu EMS Sasuke/ MS Itachi and is faster than both of them.

Definitely think Kakashi in the Pain Arc is Low Kage especially since Hidan is there. Kakashi managed to fight evenly with him while being attacked by Kakazu when he was weaker. Also, Suigetsu's feat against Bee I think is better than anything Sakura did at that point or at least equal, she shouldn't be a tier above him. I can't imagine 10 Karin's being able to beat him in a fight. Great list so far at 1:07:41 I think a final valley Sasuke vs young Kakashi would be interesting. Another thing I've seen for Kakashi is that you put him in the war arc below 7th gate Gai. The narrative and the way they fight together has always been that they are equals with Kakashi not being truly surpassed until the 8th gate. I'd again move him up one tier. Completely agree with everything you said about Tobirama and that was a character I was worried about.
Kabuto is Demigod tier and EMS Sasuke is also Demigod tier. Sasuke was overwhelmed when he saw KCM2, his not God of Shinobi as he was getting Chakra amps from Jugo and KCM2 Naruto to keep pace with KCM2 sage mode Naruto.
Kabuto fought Sasuke and Itachi, and was winning most of the fight. Sage Mode Kabuto is stronger than Alive Itachi, Pain and 6 tails Naruto.
Tobirama low Demigod tier as he was able to keep pace with KCM Naruto, he has large scale Water style, intelligence, sealing and FTG. Tobirama defeated Izuna Uchiha who was said to be relative to MS Madara and was the fastest shin-obi of his time. Tobirama flexed his finger and EMS sasuke was on edge. Keep in mind this is after Sasuke already fought Kabuto.
Lastly, KCM Edo Minato is God tier. He reacted to six gates guy in base, he has perfect sage mode, he has incredible chakra, mastery of FTG, barriers, and god tier sealing. His stronger than War Arc Obito and KCM2 Naruto, as his base form is who both characters get compared to, in terms of speed and teleportation. His in the same tier as Edo Madara as he would solo the verse and anyone below the God tier.

The reason why punching Kaguya's horn off is a big deal is because Naruto landed a hit on Kaguya and it essentially did nothing to her physically. We know by this point in the series that character like Kaguya have a lot of durability. Sakura punched Kaguya hard enough to not only bypass her durability and genuinely hurt her, but it also cocked her head downwards it wasn't like she just brushed off the hit. I know a lot of youtubers either highball her or lowball her and I think you're underestimating her a bit. She also was able to keep pace with some of Kaguya's attacks and avoid them to an extent (before being rescued) so she also has to be decently fast as well. I'm not a lover of Sakura and I'm not a hater I really don't have an opinion on her but I do think the narrative Kishimoto was trying to set is that Sakura had gotten a LOT stronger by that point. Stronger than most of the other Leaf ninja. Idk I just don't think Kishimoto implied for her to be that weak. You can't tell me he wrote Sakura in that last fight with Kaguya thinking she was weaker than sage mode Naruto or kage summit Sasuke. I don't think she could defeat Itachi or Pain or anything on her own, but I definitely think she was implied to be a lot stronger than where you placed her.

Kaguya was off guard in that moment. Even though she had her byakugan active, you see there are exclamation points when Sakura hits her, meaning Kaguya wasn't paying her any attention, and rather, was a lot more worried about Naruto and Sasuke sealing her. The fact that Sakura has 0 scaling that even puts her REMOTELY on the level of Naruto and Sasuke at this point, or even any character past KCM2 Sage Mode Naruto should indicate it's simply an off guard feat. She got outsped by Kaguya's arms, couldn't react to Madara impaling her with a Truth Seeker Rod (while Naruto did react), and with her Byakugo active she has 0 scaling that would put her around the level of the Edo Hokage and KCM2 Sage Mode Naruto.

I think people get too caught up in the official rankings and try to use that as a proxy for power scaling. Ignoring the fact that Naruto’s Generation is wayyyy stronger than previous generations, that the leaf is the strongest meaning their standards are way higher and that rankings are not strictly based on power meaning ninja can be advanced or held back in the ranking despite their power like Shikamaru being the only one to make chunin despite being no where near the strongest genin.
Nearly all of evidence shows the top tiers of the Genin are truly Jonin in combat ability but there’s more to bring a ninja than being strong so they remain genin

This guy has certain information wrong or omitted. This is from watching up to 10:41 of the video. The Naruto that fought Kiba in the chunin exam is weaker than the Naruto right before chunin exam started. This is because of Orochimaru using the sealing jutsu attack on Naruto which made him much harder for him to use chakra. Furthermore both Sasuke and Naruto just barely made it into that round and then had to fight as opposed to Kiba's team who were the second fastest in the exam so they had plenty of rest and at max power. The Naruto that fought in the land of waves arc with the nine tails is chunin level with the tailed beast. Honestly Naruto part is hard to judge because of Kurama and if he suddenly starts giving power to him, it changes up the power scale. Naruto makes a huge improvement in the land of waves arc with his chakra control. He basically fixes his biggest weakness.

sasuke was not trying to kill dedira he wanted to capture him to find out where itachi was....also kirin doesnt use chalkra so he still had that to use if he needed to which i think that is what sasuke was refering to when he said he had a plan b on how to take him down... sasuke was a good match up for dedira but i dont think dedira was going to win in any capacity.... also sasuke ever since day one has alaway pulled more chalkra out his ass when he had "none" then passes out after which he did in this case also... i think the curse mark gives him that extra boost when he is low on chalkra doesnt it take in nature energy or something.

Asuma was able to land hits on Kisame and was more a match for Hidan in hand to hand. He is high Jonin and stronger than Naurto and Sakura at start of Shippuden.
Part 1 Kakashi and Guy should be peak Jonin they are both world renowned and move into low Kage by Shippuden.
Dauri is able to swap hands with the gold silver brothers, a raged out Jugo casually and named a division captain during the war arc he is peak Jonin or low Kage.
Yamato deff be top of high jonin, he’d be too much of a liability to watch Naruto otherwise even if he does have the ability to seal the Kyuubi. He appears to be a match for Kabuto and is part of the hokage private Anbu.
Danzo guards should also be top of high jonin or low peak Jonin, they were able to tag and injure Obito even costing him an arm and hold him off for a pretty long time.
Jiriya not having easy access to sage mode? He specializes in stealth and infiltration and was able to get it out against Pain with a Renningan he should be able to get it out

-I do believe hanzo, chiyo, and mifune are being underestimated they are all war veterans, hanzo was toying with the “prime” sannin, chiyo at her old age was able to contest with sasori, and mifune is stated to be relative to hanzo multiple times
-I believe shippuden kakashi needs to move up a tier, and kakuzu down a tier, it is true that kakuzu lost a heart because of trick that shikamaru set up, but kakashi was practically 1v2ing kakuzu and hidan, the others besides shikamaru were fodder, kakashi constantly had to protect them, i just believe they belong in the same tier kakashi even stated he could take kakuzu out with kamui if he needed
-I do believe that sasori, and shisui need to be in the high kage tier, Sasori is definitely stronger than deidara, I believe sasori is relative to orochimaru in many ways, he was stated to be able to do the same thing orochimaru was like u said take out a small nation, but the orochimaru u compared him too had “no arms” essentially, I just think sasori can beat any of the people in the kage tier and is more relative to the higher kage, especially compared to Kisame I think they need to be in the same tier

I agree with most of this, but as for shisui , i think shisui being kage tier is already enough ballancing what we know his eyes and statement say about him, with his garbage feats losing to danzo in ever itteration, to ballance that out kage level is more than enough, shisui does not have much going for him besides a few statements and AO fear him since atleast in the mist village he kinda had a flee on sight for that village, when you look in high kage, there are people like hiruzen whose recognized in ALL VILLAGE, everyone knows he is HIM and they are them, i dont think you can say that for shisui

I agree war arc Sakura is kage level at best. I don't think she surpassed Tsunade as she had just unlocked the byakogou and Tsunade had years of experience using the technique and refining it which makes her stronger. She was basically still a Tsunade lite which makes her kage or even low kage level.

Kabuto should be way higher than he is lmao. It was stated nobody in the series would’ve beat him 1 on 1 at that point. His L was also just walking out of his fight unscathed with a new mental. He’s got some of the best regeneration in the series, immune to almost all genjutsu, ftl speed, probably the widest arsenal of jutsu compared to anyone outside of ten tails hosts and rinnegan users, and both his iq and biq are better than most people in the series. Also just having reanimation as a jutsu which only 3 people total in the series can use is busted. Comparatively the people in his tier and the one above him are all just weaker than him. He should’ve got a better fight highlighting his capabilities instead of a little scuffle then getting hoed, but he’s really supposed to be him.

@@xxxtimeghostxxx But Kakashi knowing 1000 jutsu isn’t out of touch with his abilities in the series. It could easily be accepted that he knows 1000 but does his same couple ones from each element because they are more effective or because he’s better at them. We’ve seen Sasuke use multiple types of fire jutsu throughout the series but he uses the standard fire ball jutsu more times than any other jutsu because it’s something he’s more proficient in. Hiruzen’s statement about him being so strong was all the way back in part 1. Kishimoto wrote the story and just decided to change the strength levels of Hashirama and Minato compared to what he originally intended them to be because he wrote them to have a more valuable role in the story and needed to power creep. It’s the same as Haku, Naruto, and Sasuke having light speed feats in the Land Of Waves arc but then reverting to sound speed in the Chunin Exams because Kishi must’ve thought they were too fast for how he wanted the fights in the story to go at that point. Kabuto’s statement was near the end of the series, there is nothing figurative about it and there would be no reason to “retcon” the level he was at or considered to be when the story ended in the next 100 chapters. It’s entirely different from statements like Hiruzen’s which was ancient, Kakashi’s which is still something that can be accepted, and characters like Kakazu’s which are misleading or figurative. Kabuto was blitzing Itachi and Sasuke individually and without one of them to cover the other’s back neither would be able to really harm him. Itachi was a reanimation so he could fight without much risk to him so Sasuke took more of a backseat to their fight because he wouldn’t be able to hang with Kabuto up close with a human body. Even if you think the statement is a little exaggerated, it just doesn’t make sense to think regular Nagato, regular Itachi, and regular Obito are competing with Perfect Sage Kabuto. At the very least he should be one tier higher with a case for one more as well.

@@xxxtimeghostxxx I guess you’re right about them being able to kill him in the Izanami, I just didn’t remember if they mentioned doing that came with a risk of undoing the jutsu but I guess not. Itachi said he himself couldn’t beat Kabuto without the Izanami and the only reason it even has an effect on him in the first place is cause of Kabuto’s own mental. He also prompted Sasuke to stay back and back him up several times during the fight because he didn’t want him getting close to Kabuto. Either that was because he was trying to lay the steps for the Izanami, or because he knew Sasuke couldn’t keep up with Kabuto up close, or both, it’s up for interpretation really. But if there’s like one to two jutsu in the entire series that he loses to, he’s pretty unbeatable. Databook also said he’s “unbeatable against a singular opponent” and even though that’s an exaggeration, I don’t see an argument for why he doesn’t comfortably beat anyone in the series one on one atp except for Obito and Madara who had a rinnegan each. He at least beats anyone in his own tier in the vid comfortably imo.
DMS Obito is very, very, badly underrated!!! How come Obito DMS = 1 MS Obito (Tobi)?! Like WHAT?!?!?! That doesn't make any logical sense! DMS Obito is the strongest version of Obito (yes, more than his 10 Tails mode) and he's stronger than DMS Kakashi too (who is also underrated btw and i know everyone would agree) since he has Hashi cells and thus way more time than Kakashi + his own eyes. Both DMS Obito & Kakashi should deffo be put on the highest tier, they're top 10 strongest characters on the entire list due to being pure HAX and too BROKEN!

The rest is not bad tbh, although i would do some other minor changes here and there, like putting Hamura next to Hagoromo, cuz they're pretty close (i think in "The Last" Hamura is even stated to have surpassed Hagoromo but im not sure). Also, Edo Madara > EMS Madara due to Rinnegan + he wasn't a weaker Edo like the rest, Kabuto himself said: "Your reanimation is quite special, you're even greater than during your glory days".

Hokage Minato isn’t KCM1 Naruto tier,… I think all the comparisons made to minato is strictly for early KCM1 Naruto speed.

Part 1: Disagree most with the Genin tier. I'd probably put Choji in there but put all the sound ninja and Tenten and Hinata in the low Chunin tier, so only Ino Sakura and Choji would be in the Genin tier. I'd probably also put kid Kakashi in mid-Jonin tier. Other than that, awesome fucking tier list, I always respect your opinions greatly!
Part 2:
I'd put Sakura in Peak Jonin ngl. I also completely disagree with your Hidan placement, who I would put in High Jonin at best, remember he basically lost to Asuma. I'd probably also put Darui in Peak Jonin.
I'd also likely put both Deidara and Sasori in Low Kage. Regarding the sand village in general, I'd honestly wouldn't put any kazekage above Peak Jonin except for Gaara. Being able to subdue Shukaku is not that impressive imo, since pretty much kid Naruto was able to do the same. The fact that Gaara was also like the sands' super weapon and that kid Naruto was able to do that also is one of a few things which kind of shows how weak the sand village is. Another one is, Deidara would have soloed the entire sand village if Gaara hadn't been there. Sasori is either stronger or very close to Deidara, and then loses to a member of the sand village and Sakura. Now, it is true that they were his counter and there were special circumstances, but I don't think it's enough to put him 3 whole tiers above Sakura. And even if Chiyo wasn't there when Deidara attacked, the fact that nobody else in the village was able to do anything against him should sort of go to show the skill of your average sand Jonin. In fact, what this might imply, is that Sakura could at least be considered close to Deidara level, which means you could argue she should be able to solo the Sand Village - Gaara. Now, while that would obviously be ridiculous, you could maybe at least say she should be as strong as 1/4th of the Sand Village - Gaara? 1/10th - Gaara? Either way, it's an unimpressive showing for the Sand Village, and an impressive one for Sakura.
Another thing is that they are in the Leaf Village web of alliances at the start of the series. They are in that club along with a bunch of other minor villages, which kind of implies that this is a Leaf Hegemony, with a bunch of weaker villages essentially being their vassals. This is further strengthened by the fact that we see Baki and the Sand Village talk about how the armstice doesn't allow the Sand to have that many ninja.
Finally, the Sand Village only got Shukaku among the tailed beasts which is kind of a joke. All of the other great nations got at least 2 except for Konoha who got the 9-tails who is by far the strongest. The fact that the 9-tails is by far the strongest also goes to show that Shukaku might be a good degree weaker than many other bijuu. Meanwhile, the fucking Waterfall village got the 7-tails.
So yeah, that's my sand village spheal lol. Overall, I think the Sand Village is likely sort of a rump village created by the country of Wind, just so that they could have a village. Likely their more of an economic power, and just made it since the other great nations did, which is why I'd say their kages should not be considered Kage level, and why Baki is like their strongest Jonin and stuff.
Either way, back to the tier list!
The reason I'd put Kakuzu a tier above Sasori and Deidara is because he's killed his other Akatsuki partners just because he got pissed off at them. I see no reason why we should assume these partners were any weaker than Sasori and Deidara, since their pretty much at the average Akatsuki level. This means he might be able to kill them with impunity, which is pretty much the single best standard I'd set for putting someone in a tier above someone else ngl. I'd probably also put Base Guy in Peak Jonin and Shippuden Kakashi in Low Kage though I'm also iffy on those.

In my opinion, I think it's pretty clear that end of Shippuden Naruto is stronger than Sasuke, because during their final fight Sasuke was actually trying to kill Naruto, but Naruto himself was holding back. Other than that, I don't have that many objections to this tier list, that's just the biggest one personally.
not to mention naruto didnt have kurama inside himself just half of it and sasuke was amped by using the chakra of the 9 tailed beasts

Don’t know how you can hold having more endurance then kage summit Sasuke against danzo. Shouldn’t that up scale Danzo since that’s a state inherent to his abilities?
For one, Sasuke has insane endurance. He was fighting the Gokage and pushed the majority of them to high diff while fighting conservatively. He used his mangekyo shairngan multiple times in his fight against Danzo and used up almost the entire life span, something we’ve never seen any other uchiha do. With a minor healing session with Karin, he goes on to fight kakashi high diff and then stalemate with fresh base naruto while almost console you blind.
Danzo is a non uchiha with multiple sharingan and unstable hashirma cells. His chakra reserves were depleting insanely fast form the over reliance of izinagi.
We know Danzo doesn’t like to use izinagi since he keeps it safe within his arm and doesn’t use it against the anbu he faces. So Danzo having more endurance then sasuke is consistent unless he’s spamming izinagi in which case it’s relative.
Sasuke had a much bigger advantage in the fight. He could actually use his mangekyo and visual prowess, Danzo didn’t get the liberties of using his own until after the fight was over when he was gonna suicide anyway. This is essentially base Danzo as Hokage having to worry about “Madara” vs sasuke who can do what ever he wants. Izinagi is a much worse buff in the context of the fight since you lose a lot of chakra. Mangekyo blindness is irrelevant for a majority of the fight and is inherent to all mangekyo users.
This ain’t going into lore and scaling trees with Kakashi, Hanzo, hiruzen, Itachi and other similar caliber ninja.
Or the feats that Danzo can do that are much better then everyone in that tier.
Or the narrative implications like how Danzo is Sasuke’s “pain” fight with Itachi or how he is gonna be the one to take down the 9 tails had he lived past that point.
He beats everyone in the “kage” tier and beats a decent portion of people in the High kage spectrum.
Danzo is by far the most underrated character because he lacks flashy jutsu and cool design and is a scumbag. I've seen people put him at Jonin level lol. But he's actually insanely strong. Not many Kage level characters have offensive arsenal to force him into having Izanagi active at all times like MS Sasuke.

Kaguya fight of her punching her horn off is a good feat since in the manga, kaguya seems to notice sakura coming in to punch her but she couldent react fast enough to dodge the attack and she also had byakugan and when she punched her horn, she also bruiced her cheek which naruto could not do with his ton of punches he got in
DMS Obito should be High Six Paths scaling off of DMS Kakashi. The only reason he didn’t use his full power is because he was practically dead at the time and had barely any chakra

Then had black zestu use his body and Obito had to use all of his chakra to resist black zetsu and get to the kamui dimension. I just think if he would’ve been at full chakra he’d be high six paths

Taka Sasuke is both above and weaker than Hebi Sasuke. Taka Sasuke has hax but that doesn't make him stronger than Bee, and he loses his rapid regeneration and snake shedding. Because Sasuke isn't fused anymore he went into the fight with Bee injured.

Fantastic video, I agreed with every single ranking I think EXCEPT the Tobirama one. I think this is just plain wrong. To be able to support to that extent you have to be at least somewhat relative to your main fighters. He has a similar skillset as Minato, just a step weaker in almost everything. In the war his showing was much better than Minatos for a good portion too (when Minatos mind was clouded because of Obito being evil though). It just seems logical to me to rank him one rank lower than Minato.
I rewatched the show (Anime this time) a few months ago and Tobiramas accomplishments in the war were just unreal.

People scale Sakura super high because she landed that one blow on Kaguya. And Obito stated she had more chakra than a fatigued shadow clone of Naruto.
1. Naruto was attacking from the left and Sasuke was attacking from the right
2. The byakugan has a blind spot which was explained in part 1 looks oddly similar where Sakura attacked from
3. Kaguya was completely unaware of her presence as she was focused on the actually threats therefore she was not ready to brace for the attack/reinforce herself with chakra.
4. Ok, she was able to land a punch under very favorable circumstances what other feats does she have? She has pretty much the smallest justu pool in the series at this point only being able to use chakra control to punch hard but that's it, no speed feats or anything that would suggest she would even be able to touch a character like kcm1 Naruto.
5. Obito stated she had the bare minimum chakra with her Byakugou seal to allow him to travel through another dimension with his kamui. Once again its like so what?? Naruto has hundreds of shadow clones on the battlefield at that point fighting kaguya, also up into that point he was fighting a single war for days with no breaks, of course one of his clones divided hundred times is going to be low on chakra at this point. The Byakugou seal is a justu that utilizes storing vast amounts of chakra over an extended period of time. Sakura is using chakra that she has stored up for literal years and barley has more chakra than a fatigued 1/500 shadow clone of Naruto... Not really that impressive of a feat once you break it down.
The blind spot is super small in which an arrow barely can fix. Tbh I think she saw Sakura but her vision was focus on Sakura.

Hanzo is the weirdest tbh. tsunade when she is fighting Kabuto mentions that even if she was in her prime he would give her trouble which means that when the sannin fought hanzo it is possible that was actually their prime, but then hanzo loses to Mifune because he lost his ninja way. Idk i feel like kishimoto did not know what to do with hanzo. Great list though the only thing i kind of disagree with is Hidan. I think he may be a little high. I know akatuski are all supposed to be kage level but i think based off how he did against asuma it may be a stretch.

Kekkei Genkai shinobis by default are “Kage Level” at the very least Low-Kage for some since Hashirama was the first founding member, the 1st Hokage, to have Wood Release. Secondary shinobis who are exceptional in their own right based on their own skills and renowned fame are Kage-Level as well like Sakumo, Shisui and Zabuza.

His skills and abilities as a peak shinobi is comparable to Kakashi’s.

The novels are fanservice for specific characters like Sakura who is given a bunch of new powers she has never displayed in the original series just to display Sakura in a better light for her diehard fans who wants more. Novels are comparable to fillers.
“Kage Level” is just a fan term and many fans as you can see on RUclips and this video specifically have their own criteria on who is on their list. For me, exceptional shinobis who earned an honorary title who are at their peak (Zabuza, Sakumo, Shisui, Hanzo) and those who have broken Kekkei Genkai abilities (Kimimaro, Haku, Pakura, Gari, Deidara) deserves the title of “Kage Level” shinobis because all these shinobis are that strong to earn the Kage title of their respective.
You have your own criteria for Kage Level and I have mine.

I put alive rinnegan madara above alive final valley madara only because limbo was shown to be able to fight the bijuu, he also has rinnegan rods and sage energy which he took from hashirama, so while having a gap in power with kyubi, i think rinnegan revived madara got it covered in a fight.

pretty much everything besides hebi sasukes placement is good. hebi sasuke should be on the same tier as deidara at least because you talk about sasuke being a bad match up for deidara but deidara is just as bad for sasuke seeing as sasuke is primarily close to medium range and deidara is extremely long ranged. Also sasuke didnt use a lot of his abilities and at the end of the fight a majority of the damage done to him was self inflicted by the chidori to disarm the c4 bombs inside him.
He put Gai in the same tier as Kisame despite admitting Gai hard counters him. And he put Bee below Kisame even though he lost only because he got hard countered. But Sasuke does this same to Deidara (even if, as you say, Deidara also had many advantages) and suddenly he's a tier below? Kinda inconsistent.

I think Shisui should be on Itachi level. He only lost to danzo because he was poisoned before his battle. I don’t think peak orochimaru could beat Shisui if he’s able to genjutsu EMS Sasuke/ MS Itachi and is faster than both of them.
We don’t know enough about shisui to say he’s itachi level. And we don’t know canonically how he lost his eye to danzo.
