There are 3 english players (coles, itoje and curry) in contact with the south african players. It means a maul is formed. Coles is not allowed to tackle. If coles was the only english player it would have been fine but in this particular case he is not allowed to complete the tackle.
but how many england players made contact with Vermeulen? he was the one carrying the ball thus creating the maul i see only Coles tackling him and complete the tackle, that's why Vermeulen was on the ground in front of the maul

That wales maul was not dominating. Priestand tried to make that kick to the corner the whole game, only when it was far too late did he make it to the corner to show the one thing we had to beat New Zealand. It was a fleeting moment of surprise in an otherwise normal domination by NZ. Did end up using that tatic somewhat with an 80% try ratio, so it wasn't all bad.
In my humble opinion a Welsh maul shouldn't be in this. Chucking your whole backline into the lineout maul isn't satisfying or skill, just messy and desperation
