Basicly the same in the EU. In most of the cases it's 55x40x20 cm but some Airlines make exceptions all the time if ask on the check-in, especially for e-guitar cases since they are so flat and on short/regular flights. But beware! Other Airlines will charge an extra fee for an instrument. I don't know if it will be handled seperatly but i wont risk it, since handling is always airport dependent. You can also book a seat as "Mr. Cello" or "Dr. Ms. Extra Item" online :P. So read beforehand, invest in a good hard case and pray.
Oh wow! I have never paid for an instrument. I had some good luck when traveling with my guitar, except that one time lol The plane was really small and the overhead bins were really small and I had to gate check. :(

Is there anything about a 23 pound keyboard? Like if I got a case for it would then be too heavy? How would that work out?
For something like that, I would call the airline and see how much a ticket would cost for the keyboard.

The straps to carry on you back like a backpack, that came with your case?
I asked hoffee to put the backpack feature on my case when I ordered it. I think the strap brand is air cell.
