Where does the rule about the mandatory promotions come from? I used play tori shogi a bit 20 years ago, and we used to play it that when entering the promotion zone with a swallow or falcon you could always choose whether you promote or not. (Not promoting a falcon would seem odd, of course.) Only when a swallow reached the last rank it had to promote since it wouldn‘t have a move otherwise.
