No matter how strong the DOF is, the glare is always ”in focus”. That’s because the location of the lens is always the same, in contrast to the distance of objects that are in focus, depending on the shape of the lens.
Perfectly informative video! Finally I can see something made using computer graphics that actually remains the same that my eye can see IRL. Though I would add a fade effect for those glares because personally I perceive it in the way that the closer I am to the glare - the bigger it is. I wish to see smth like this in modern game (real-time then) engines like CE 3, UE 4 or may be a brand new Source one :))

That's great! I've ever wondered how this effect works in eye and how it could be modelled.

It's still worthwhile to have an accurate simulation of these things for APPROPRIATE usage.
I don't see that pulsating effect in real life, the pattern is static and doesn't change when I move
What path should I follow to mix it with DoF? And where bokeh stands on all this?

Don't worry it isn't harmful, everyone has some form of glare in there eye most people just don't notice it
