I had the same problem. I deleted a game and created a new PlayStation account in the same language as the disc or purchase. I created a new Activision account. The problem with the Multiplayer mode and any other problems was fixed. Then I entered my official account. Progress and weapons were restored and everything worked properly.
if youre still experiencing this issue literally break that mfker asap cause there is no other fix reinstalling the database literally resets all backend os settings to default so your file system thinks that your missing the file because your ps4 see the new dlc as a (1) or a copy of the original super dumb that they couldn't figure out how to make the file system detect existing updates and files then actually delete the old files when you update please put me on the dev team i promise no problems as such will ever happen again

delete cod hq/ all dlcs/games
reboot in safe mode
redownload database in safe mode
finally reinstall all missing files or all files then you can enjoy the game you spent your shine dollars on

Why do I have to do this a few times a week Activision fix ur game
Its intresting that this occures only at ps4. But dont blame them. They are too busy making dogshit games instead of fixin the quality games. 😶

I'm trying this in 2024-08-26. I did everything. Now I am installing Warzone again. 7 minutes left. I will edit or reply to this comment what happened for me. *Update, I forgot about this comment lol, nothing worked. Even tried reinstalling the game. Still NOTHING. I've literally tried everything*
