Level 1 =ball
Level 2=oline hip post snap
Level 3= oline heels post snap

Why is there always a 1 (2i) and 3 technique with a 4 man line?

I'm sure there are several reasons and they may vary per team but for the most part it's because defenses don't want to give the offense to open gaps in a row without a down lineman.
