It takes a lot more skill to keep a rushdown heavy character like Dudley out. Stuns are near impossible for guile is this matchup. All Dudley needs is one combo and you're dead.
Thats cos he's technically broken, at least in Ultra SFIV you had to work to earn your wins. Just being super strong without reason isn't a balanced Guile at all. BahamianKing Gaming is correct he's better in SFIV than in SFV where his normals are stronger and more efficient. SFV Guile has a blatant overpowered V-Trigger and his zoning game with Sonic Boom is a bit too much i.e. its a tool Guile wouldn't require if he's meant to be a more technical yet stronger character with is normals and zoning wit sonic boom.
