After 300 standard banner pulls, you get a selector to pick one of the standard s ranks, which nekomiya is a part of.
So you are garunteed to get her no matter what, though it might be a bit of time to save up 300. Though you might get lucky and get her early allowing you to use the 300 ticket to either get someone else or get another copy of her to power her up more.
