What we need is the proper infrastructure for such cargo bikes to be ridden on. - that means giving up road space. They shouldn’t be on cycle paths either protected or shared with pedestrians imo.

No, certainly not in an area shared or used by pedestrians unless they are parking temporarily on the pavement to make a delivery. But they are fine on cycling lanes and paths. Themload area is only a little bit wider than the handlebars and like every other motor assisted e-bike they are limited to 25 kmh assisted speed.
The Yahoo's racing around dangerously on other derestricted and overpowered e-bikes are a completely different thing that the police should be enforcing and nothing to do with legally used pedals.
There is nothing illegal about any e-bike.
What is illegal is how people are using overpowered and derestricted e-bikes without a proper licence and using them dangerously in the wrong places.
The easiest way to stop all of this is for the police to confiscate the bike and not release it until all fines and penalties and any legal actions have been paid and finalised. Simples.
10,000 confiscated e-bikes in a month would change a lot of dangerous behaviour by the usual suspects.
