For me, that makes her more authentic than most other careers that are much more focused on fame. Even if Jewel is loathed by most of District 1, she is my favorite District 1 career. Thanks for the bonus scene. It really resonated with me.
I believe that not all careers volunteered for fame or glory, at least not in the earlier years. Jewel may have had a more sympathetic motive, but she was also exposed to the propaganda that volunteering is an act of bravery and heroism (she complains about it in her first bonus scene with Citrine). But she also has a different perspective on the Games because her parents grew up in the earlier decades (the 10s) when volunteering was a rarity even for wealthier districts, and the propaganda did not affect their view on the Games yet. That being said, I do want people to understand that the careers are victims of the circumstances, too, and even if it seems like they come from a place of privilege, they are still District in the Capitol's eyes.
I love Jewel's complex character. Your storywriting is fantastic. It saddens me that unless she died prior to the Second Rebellion, she would have been killed during the purge of the victors.
My idea is that she chose to team up with the rebels in District 1 because she knew her fate was sealed once it was clear that the rebellion was inevitable. So she didn't want to simply accept it and surrender to the Capitol, and instead, she chose to fight back.

When Peeta said that they wanted to donate some of their income to the families of the deceased tributes, his statement was controversial and Effie said that this had not been done before, so it's safe to assume that the Capitol does not allow the victors to financially support the grieving families. And Jewel's situation is already complicated, so I don't think she would risk getting her parents killed, even if she would love to help Warren's family.
I already made Citrine's games in screenshot format, but I don't have plans to turn it into a movie in the near future because I used some specific poses, and I can't find similar animations anywhere. As for the 42nd, I might show the finale (don't expect it to be uplifting or triumphant though because it won't be), but I do not have any interest or motivation to film the entirety of it.
I think in later Games, people didn't have such strong feelings about her anymore simply because many years passed, and she was forgotten. Sure, I doubt she was respected by the newer generations of careers, but they had newer victors to focus on, so she was just a has-been in their eyes.

I don't remember it being mentioned anywhere in canon that mentors have to be assigned to the tributes of the same gender (maybe it's just because Katniss assumes that she will have to mentor the girl but we don't know if it applies to every other district too). It certainly doesn't apply in TBOSAS (with Snow being Lucy Gray's mentor), and if I'm not wrong, Finnick was also mentored by Mags, and in return, he mentored Annie later. Personally, I think it's a case-by-case scenario, and when a district has multiple victors, they can choose whoever is available and willing for the task.
Finnick said that when a victor is deemed desirable by the Capitol, it is very likely that they would be forced to sell their body. It happened to him, and it is implied that it may have happened to others, too, especially careers.

Possibly, but not a named one. I think Cashmere was most likely mentored by her brother.
