i think the composer was either someone who made stock music before they joined MP Game Studio (studio that made the game) or it was the game's lead 2d artist Csr Jara as evident from some of the video on his youtube channel using music he made.

Sheen in super fall brawl back then was SOOOOOOOO BROKEN, that they removed him from the game entirely since players couldn't even defeat him easily
