Yes, he created the cartoon, but the song used in the cartoon was a preexisting American folk song. Walt actually used a lot of pre-existing folk music in his early cartoons.

@@MrEmiosk If you listen carefully to a ventriloquist they actually use alternate consonants like a hard "g" or "d" instead "b" or "p" which require the lips to come together.
