Pb blaster worked like a charm. Immediately
Consider using anti-seize compound on those bolts. You get better torque on installation, and you can remove them without breaking even cheap tools.

the blade bolts are a 15mm head on my L120 48" deck
Why didn’t you try WD-40 on there? That would be my first step.
