When Rachel said she would marry someone better than chandler, in the end she marries Ross and not being rude about Ross here but with those 2 they went back and forth with each other non stop I can imagine what there marriage life is like, plus chandler has managed to make everything work for his marriage with Monica especially with her over controlling habits and he’s done a great job probably better than what Ross has
If anything I think Monica’s maid of honor should’ve been Phoebe Rachel has 2 sisters that will make her MOH Pheobe only one sister she hasn’t had over in years

Firstly, this was how it was decided. Secondly, you can tell she's maid of honour because typically the maid of honour is the last bridesmaid to walk, just before the bride. In the episode, Rachel walks first with ross and the dog and then Monica with the groomsman and then Phoebe, the bride.
