When you exported this video in premiere are you starting by using the RUclips preset? If you use the default "original quality" then Premiere uses some weird color space that makes black look brighter. When you actually notice the difference you can never unsee it. Btw if you export and watch it in VLC it will look black but as soon as you upload on RUclips it looks kinda grey. Start with the 1080p RUclips preset and then customize it because black will actually be black.

An effect called “RSMB” probably, it can be used on After effects, Premiere pro and also vegas I’m pretty sure
